I believe this is a great episode to show someone new to Doctor Who. Yes, it has a classic monster of the week, and yes, there are a couple of references that mean more when you know the series. That said, this is a self-contained episode with a real emotional punch centered about the guest actor, Tony Curran as Vincent Van Gogh. Bill Nighy also has a wonderful small role. This episode shows the Doctor's heart. It is also an important commentary about mental health. There is a line at the end about the value of positive moments that on its own makes the whole episode worth watching.
